On June 12, 2026, the Texas Department of Insurance (“DOI”) issued Commissioner’s Bulletin No. B-0004-26 (the “Bulletin”) to “[a]ll insurance companies licensed to write property and casualty insurance in the state of Texas.” The Bulletin, titled “Calendar Year 2025 Disallowed Expenses Data Call,” issues a mandatory data call under Texas Insurance Code Chapter 2251, Subchapters A and B [“General Provisions for Rates” and “Rate Standards,” respectively]. The Bulletin states that the data call is being issued to collect information on “disallowed expenses,” defined at Tex. Ins. Code § 2251.002, including, but not limited to, certain administrative, lobbying, and advertising expenses, as well as other categories of fees and payments applicable to insurers. The data call specifically applies to “licensed companies that wrote premium in 2025 for any of the following lines of insurance in Texas: fire, allied lines, private crop, farm owners multiple peril, homeowners multiple peril, commercial multiple peril, inland marine, medical malpractice, general liability, products liability, private passenger automobile, commercial automobile, fidelity, or surety.” The Bulletin makes clear that required submissions must be made no later than July 24, 2026. Technical instructions for completing the data call can be found in the Bulletin.
