Celeste Koeleveld, former chief of the Criminal Division at the U.S. Attorney’s Office for the Southern District of New York, has been appointed general counsel at the New York State Department of Financial Services (“Department”). Most recently, Ms. Koeleveld served as executive assistant corporation counsel at the New York City Law Department, where she oversaw the Special Federal Litigation and Tort Divisions. Ms. Koeleveld will report directly to the superintendent of insurance (the “Superintendent”).

Ms. Koeleveld’s appointment follows a string a recent appointments at the Department. Matthew L. Levine was recently appointed to guide the Department’s enforcement actions; Richard Loconte was appointed to run the Department’s communications division; Jennifer Smith has been selected as special assistant to the Superintendent; and Chad Loshbaugh has been appointed as Director of Administration.
