On January 17, 2008, Leonard Crouse announced his plan to retire from his post as Deputy Commissioner of the Captive Insurance Division (“Division”) effective June 1st of this year.  The Division is part of the Vermont Department of Banking, Insurance, Securities and Health Care Administration (“BISHCA”).  Vermont is the largest captive insurance domicile in the United States.

Before assuming his current position in 2003, Crouse first served as Chief Examiner of the Property and Casualty Division of the Massachusetts Insurance Department and in 1990 joined BISHCA as its Director of Captive Insurance.  Crouse played an important role in the development of the captive insurance industry in Vermont and nationally.  At last year’s Captive Insurance Companies Association International Annual Conference, Crouse received the 2007 Distinguished Service Award.

BISHCA Commissioner, Paulette Thabault, has announced that a search for Crouse’s successor is underway.  We will continue to monitor the developments and will provide updates as they become available.
